A call to restore the Yrshivas and Talmud Torahs in Lithuania which were destroyerd in WWI. Vilna, Between Rosh Ha-Shanah and Yom Kipur, 1919.
Rabbi Hayim Ozer encourages the public to establish schools and Heders and restore the big Yeshivahs which exiled to Russia: the Volozhyn, Slobodka and Radun Yeshivahs.
