The partially printed document being a report of the National Assembly, stating in part `In these circumstances with France in movement,É that the free move of persons and goods is re-established in the Empire and that the law of the 28th March, related to passports, will only be applied at six leagues distance from boundaries or from areas occupied by foreign armies..« Countersigned by Convention deputies Goupilleau de Montaigu and Gossuin.
