The typed document bears at the heading a ''Reserved information'' printed red stamp. Pinochet in his capacity as Chief Commandant of the Chilean Army informs on the existing budget deficit, over 20 millions, and on the impossibility of achieving and fulfilling the AIDS programme. Pinochet further authorizes the use of $454.581 from the Prevention in Medicine law to cover the AIDS programme expenses. Bearing several official ink stamps to the front and verso as well as several countersignatures. Five file holes and few pinholes to the left border not affecting the text or signature, and a very small area of paper loss to the upper left corner. G £100-150
